The "Whip of the Watchmen" was encountered by Cain and his companions during their expedition to Florence in Chapter Two, The Wounded King, Scenes 25-39. The origins of this covenant, as recalled by the magus Cain, can be found in Scene 36 of that chapter. The Concilium knows almost nothing about this covenant, save for its location.
